Use default odl image for hwvtep jobs

The image "CentOS 7 - java-builder - 20170403-0948" does
not exist so the hwvtep jobs are aborting. It may need
to be updated to some other specific image, but at least
the default image from releng-defaults.yaml will let the
job spin up.
