Use lf-infra-pre-build for pip and setuptools
lf-infra-pre-build globally updates pip and setuptools for the
jenkins user. This allows us to simplify other scripts to not
have to do it as well.

Use lf-infra-pre-build for pulling in lftools
The lftools venv breaks the current version of the global-jjb shiplogs
script and causes UNSTABLE build.

Remove coloring from devstack systemd logging
With the change to using systemd the logging defaults
are notbeing set correctly by devstack. Coloring is
included in the logs. Thsi patch sed's the logging
defaults.

Use lf-infra-pre-build for openstack & lftools
lf-infra-pre-build is a new macro provided by global-jjb to pull
in lftools and openstack cli to the Jenkins user profile. This does
away with having to play around with virtualenvs for these tools.

Ubuntu 16.04 docker image is being used in releng/builder
requires a packer job for image updates.

DO NOT hardcode pythonhosted in pip install
Instead of hardcoding pythonhosted in pip install using this method
allows the OpenDaylight Nexus proxy for PyPi to be utilized making
installs faster.

Update user_data script to use /opt/ciman
Patch I7cd0d6a5282b8e11d76db735279825052dedb7e6 was merged to
finalize migration of jenkins-init-scripts to global-jjb however
the openstack-hot templates were not updated and is now causing
csit jobs to fail.

Remove old jenkins-scripts
We have migrated to the new jenkins-init-script system from global
JJB, these files are no longer necessary and the files in
jenkins-init-scripts are the current source of truth.

Add Sigul bridge IP definition
The Sigul installation scripts need to have the IP address of the bridge
properly specified so that they can update the /etc/hosts file. This is
needed because the bridges do not resolve to the proper IP address for
minions.

change apex subnet allocation pools
apex snapshots are built with tripleo using a dhcp
pool of .2 - .50. We need to avoid our deployment
using addresses in that range.

Remove python-six dependency
This package is no longer available in copr repository.
python-six is only required while are using common code
works as wrappers for both python2 and python3.
Moving forward we need to install the package using pip.

Fix all the Openstack SFC Job Issues
List of Changes
Problem:
plugin.sh script was looking for neutron plugin q-svc
to enable the paramaters.
Change:
- Checkout the latest version of the script from "Master"
branch of networking-sfc
- pushed a patch to networking-sfc for the same
Problem:
SFC Test needs to use Ubuntu Image which requires more resource
Change:
- Modify the Compute Node Flavor to include more RAM/CPU
- Modify the size of tmpfs created from 2G to 12G
Problem:
The Current Netvirt-SFC fails with multiple compute nodes
Change:
- Made the number of compute nodes as "1"
- Need to debug the multiple compute node problem

Fix deploy job goals to use 'deploy' goal
We need to call the deploy goal our the release job won't work.
Also removes the unnecessary profile since that profile does not
exist in the pom.xml being passed.

Add heat template for Apex images
specifically need to create a network with a subnet
on 192.0.2.0/24 and port security disabled.
