Remove view anchors
View anchors are inconsistent and completely depend on JJB's parsing
order. Since view-templates are available now drop usage of cross
YAML view anchors.
This patch allows us to switch `retain_anchors = False` to turn off
this feature.

Revert "Update CentOS7 builder to the latest"
This latest builder seems to not have Puppet properly installed,
as Facter seems to be missing which is making all jobs fail in
the cloud-init stage as the VM cannot bootstrap.

Adds the release announce jobs for the following lf-infra tools:
* common-packer
* docs-conf
* global-jjb
* lftools
This job watches Gerrit for git tag updates and triggers a build that
sends an email to lf-releng@lists.opendaylight.org with details
regarding the new release.

Add odlparent-4.0.x jobs
Sodium will be integrating odlparent-5.0.x, hence we need jobs
to support Neon with odlparent-4.0.x. This patch creates those
jobs.

Add openjdk8 to AR sodium branch
- Create AR job for sodium with openjdk8
- Move the 'mvn-params' under each stream and make the param
common to all streams.

Set default verify branch to stable/fluorine
Also remove controller verify jobs, we can always use
sandbox to verify and we so not depend on a given branch.
