CI: Update LF docs jobs to use C8 builder
C7 is getting old and creaky. More and more tox / pre-commit jobs are
failing due to upstream requirements that can no longer be easily met by
C7. As such, we need to start migrating our build tests for LF infra
(docs, global-jjb, packer, etc) to newer build systems.

Remove odl-restconf-nb-bierman02 for daexim CSIT
CSIT for daexim has been migrated to RFC8040 and
odl-restconf-nb-bierman02 is not required any more.

Add jobs for netconf-3.0.x
We have branched netconf for Sulfur, add the corresponding jobs and
update master jobs to run with CentOS8/JDK17 only.

Use CentOS 8 builders only for JDK17 verify
Our stage jobs cannot currently run on CentOS8, move back to CentOS 7
until they can.

Use maven-3.8 for Sonar jobs
Sonar jobs are now failing due to them being run with mvn35, which
sulfur (i.e. master branch of currently-active projects) rejects.
Fix that up.
