Only run docs build for the docs project
Now that all the projects are no longer submodules of docs we
no longer need to trigger the docs job against all projects that
have a docs directory anymore.

Update script to deploy combo node
This updates the openstack-run.sh script to allow setting
up the combo deployment where there is only one node that
is a control+compute all in one.
The design reuses the majority of the existing design where
there are control node configuration and then compute node
configuration. A combo node is really a control node with
n-cpu configuration. Therefore, the updates are just to the
control node configuration to add the n-cpu configuration
when the combo node is selected via the job yaml.

Split distribution jobs
- New verify, check and merge jobs for managed and full distros.
- Add forbidden file path trigger. This is required to set the
managed distro job trigger to any file path (files='**') except
opendaylight folder (forbidden-files='opendaylight/**').
- Remove distribution merge job trigger in projects merge job.
- Add per-project trigger to distribution merge job itself.
- projects distribution-check will only build managed projects.
- Adjust distribution-check scripts for managed projects.
- Move distribution templates to the template file.

Remove unused ODL_L3 from local.conf
ODL_L3 was a flag for the previous odl-ovsdb-openstack
feature that had a non-L3 option. That feature is no
longer supported and the current feature, odl-netvirt-openstack
has l3 always enabled.

Simplify jenkins-jobs execution
The idea here is instead of having folks install JJB manually by
running local virtualenv commands and ensuring their version of
JJB matches what's defined in releng-jobs.yaml. We can use tox
instead.
Example:
tox -e jenkins-jobs test jjb/
tox -e jenkins-jobs -- test jjb/
This takes care of pulling in the right JJB version into a tox
managed virtualenv. If the version is upgraded then tox will
automatically update this version as well. Should save some
headaches for Sandbox testers in the future when we upgrade
JJB.
Also add a check to ensure that the versions in the 2 files always
match. Otherwise throw an error.

Move odl logs to own dir
This patch will create dirs with the archives for
each odl node and then copy all the relevant logs
and jvmplot data for those nodes to the dirs. For
example, in a 3node job the dirs odl_1, odl_2 and
odl_3 will be created and their data copied there.

Add default script and config plan option
This is a continuation of I6c594be8ac9b084f18171dc8ab4605b4062dfd3f
where we add the defaults for other jobs types. Currently no project
other than netvirt defines the project.txt file so this is a noop.
ovsdb will be using the option in a dependent patch to re-enable the
jvm plots.

Convert robot script to Python
Bash shell scripts do not work on Windows systems out of the box.
Convert the script to Python so that we are a little more
cross-platform compatible.

Allow flexible openstack jobs
The current openstack CSIT always assumes a 2 node deployment
composed of one control node and two compute nodes.
This should be flexible and allow the following combinations:
cmb: combined control+compute
ctl: control
cmp: compute
control+compute: 1cmb-0ctl-0cmp
control+compute and compute: 1cmb--ctl-1cmp
control+compute and two computes: 1cmb-0ctl-2cmp
control and one compute: 0cmb-1ctl-1cmp
control and two computes: 0cmb-1ctl-2cmp
This patch is the first step at just naming the jobs to reflect
the deployment by adding the counts for the different openstack
components as follows:
netvirt-csit-1node-0cmb-1ctl-2cmp-openstack-queens-upstream-
stateful-fluorine
