Fixed scaling job definition

Do not run this job after each Gerrit submit but only once
a day as it is pretty slow. And do not install unnecessary
features in the "only" job.

Fix logic for disabling autorelease validate job

The configuration in JJB is "disabled: bool" making the logic originally
designed incorrect. This fixes the templates to do the right thing.

Add autorelease-validate job type

- Adds a new 'AUTORELEASE: true' parameter to enable the new job type
  for a project.

The validate job can be used to quickly test pom.xml sanity across all
odlprojects for autorelease.

New distribution deploy verify job using jenkins slave VM

This will reduce distribution deploy test time.
Also move distribution related jobs to integration-distribution-jobs.yaml.
Once this change is merged we can change projects verify/merge job to use it.

script to build distribution from multiple patch sets across multiple projects

the script in its current form expects a csv list of project:changeset
for which it will:

clone project, fetch patch set and check it out.

it will also create a root pom with each project as a module, including
the distribution repo which is also checked out.  mvn will build a
custom distribution based on these patches pulling all other artifacts
from nexus that are not locally built from the given projects.

the resulting distribution will be used to run CSIT jobs.  JJB work
still pending

includes JJB work

Remove BGP features from integration-csit-verify-1node-library

The BGP suites are still in the testplan.
This will make them fail utterly,
but al teast the job itself will not get red dot
due to "server is unhealthy" caused by Bug 4633.

This will re-enable merging to integration/test: csit/libraries/.

integration-distribution-test-{stream} only on Saturday

For active streams this additional testing is not needed,
for less active streams lower frequency is sufficient.

As Jenkins tends to be overloaded on weekdays,
this sets the jobs to start only on Saturdays,
possibly ending on Sundays.

  rapidjson, and openvswitch that can install into a temporary prefix.
- Create opflex-verify and opflex-merge jobs that can build opflex
  using the dependency tgz packages.

Removed nonexistent jobs from the system

A helium testing job was referring to a nonexistent test
plan so it was removed. Additionally the job lists needed
to be edited to remove these nonexistent jobs as well.

The reason for this change is that these nonexistent jobs
now cause "integration-distribution-test-beryllium" job to
fail.

Refine options for bgpcep-csit-bgp-ingest

Old default options turned out to be unsatisfactory.
New options are more varied, have more permisive timeouts,
and notably one suite tests with 600 peers.

List of features is now more streamlined,
BGP jobs do not install PCEP features and vice versa.
