Add robot-options default
If a project forgets to pass robot-options at least the verify job won't
fail as '' appears to be an acceptable configuration.

Switch to build-discarder property for logrotate
logrotate is deprecated in Jenkins>=1.637 so switch to the new style
build-discarder property.
This is a first patch to test with the releng project. Follow on patches
will swap this setting for the remaining jobs.

Prefix timestamps on archived console logs
Time stamper plugin adds time stamps only to the jobs console logs,
which is unavailble on the archived console logs. This change fixes
the issue using the paste command.

Add robot options to openstack jobs
Add the TESTOPTIONS (robot-options) to the openstack jobs. This
allows the user to add things like -L TRACE to increase the
robot logging level or to add other params. Most other jobs have
this option.

Modify integration templates to allow local distribution test
Some project (e.g. daexim) are not part of SR and therefore they
can only do system test on local distribution. This patch will
allow these projects to override the distribution used by system
test (default=last) by local distribution generated by merge job.

Disable quite mode in provision scripts
* quite mode is no longer required since
files are archived on log servers.
* supresses yum/apt install errors which
maybe required.

Use single macro and single trigger word for all every-patch jobs
Only "recheck" now works, even "recheck-opendaylight" trigger word was renamed.
Removed obsolete trigger words (and warnings) from docs.
Macro gerrit-trigger-patch-submitted documented.
Its argument names shortened and documented.
Added "files" argument to set file-paths-pattern.
Macro integration-trigger-patch-submitted closely resembles gerrit-trigger-patch-submitted.
Use {project} and {branch} even if only one value makes sense within a file,
so now a verbose value means it is different from the default one.
Fixed docs for {project}-distribution-{stream}.
Added fixmes to builder-verify-python and {project-name}-sonar.
Updated docs on which job is voting on Gerrit.
Patterns for jjb-templates removed.
Minor indentation changes.

adding odl-netconf-topology install feature
the purpose of this change will be a step by step removal of
odl-netconf-connector-all(ssh) feature from the jobs
step 1) adding odl-netconf-topology (present change)
step 2) replace connector functionality in integration/test suites
step 3) removal of odl-netconf-connector-.. from installed features
installing of odl-netconf-topology should not affect any jobs. No
collisions are expected in B and C. Be jobs may log some exceptions
as the feature is not existing, but this should be harmless to the
functionality.

Add extra debug log file
Add a log file to capture extra debug similar to the sys_info
file. Current debug to include is the lsmod | grep openvswitch
and grep for conntrack features so that we can easily indicate
if conntrack is enabled.

Remove vpnservice CSIT jobs
Feature odl-vpnservice-core is not present in Carbon integration
and most of vpnservice functionality is tested within netvirt project
using odl-netvirt-openstack feature.

The gerrit path will be in a parameter.
This will allow override to the gerrit path for
downstream use.

Allow patch-test jobs to run concurrently part 2
The first patch enabled the aggregate job to run concurrently and this
one allows the subsequesnt jobs to run concurrently.
