fix tox docs profiles

- fix ODL version in docs/conf.yaml
- fix base-python version in tox.ini to use any python3 version.
  (better compatibility with potential new requirements)
- reactivate docs and docs-linkcheck profiles
  they only work with python 3.6 in releng at that day
  (because of current lfn-tools requirements)
