Update portmapping funct tests for otn-mpdr conf

- add new tests in portmapping functional tests for device 2.2.1 to
  check the OTN device
- add specific tests in portmapping func tests and test_utils to check
  configuration of the odu-switching-pool part
- speed up test execution
