Migrate toaster samples to config-subsystem

 - Fix integration test for toaster samples.
 - The toaster is now disabled by default in distribution
   in order to enable it, you must change configure toaster module
   as in opendaylight/md-sal/samples/toaster-it/src/test/resources/controller.xml
