Add method to not trigger downstream ar-jobs
When we are triggering many autorelease jobs per day we do not wish to
trigger distribution-test jobs for every run otherwise it will spam the
Jenkins queue. This allows us to selectively disable triggering the jobs
when we manually build.

Simplify autorelease to not use release tags
Release tags for carbon, nitrogen and future releases are set as
the stream and no longer uses the format `Carbon-SR1`. Only for boron
the same format is preserved if any hotfix has to be released.
Therefore, pass stream as the default release tag for all releases
except for boron. Also the scripts are modified to set the release tag
as $STREAM by default.

Bug 8771: Allow multipatch use not released change
Primary target is Nitrogen Odlparent.
Other projects only depend on the released version of Odlparent,
but the Odlparent repository contains snapshot versions only.
Suffixing 'r' now allows multipatch to drop "-SNAPSHOT"
within all pom.xml files in projects marked as such.
Also, filename of the bash script is shortened.

Increase build timeout for devstack and jbuilder
Newton takes longer than 60 mins to build, which fails
the packer jobs. The java-builder is very close to the 45 minutes limit
so bump it to 60.

to use `set -e -o pipefail` in the long term.

Enable packer wget non-verbose mode
Also change all --no-verbose to -nv. Some versions of wget use
--no-verbose and others use --non-verbose both all of them use -nv for
the short form so this should work on all versions of wget.

support for tags. There seems to be some issue with
subnet command for Newton.

NetVirt used a custom job for sonar so that it
could include integration tests inthe coverage.

Detect if staging has failed
The mvn command always exits 0 when using the staging plugin to stage a
Nexus repository. Due to this when failure occurs we do not currently
detect it. This patch parses the staging log file for any lines starting
with [ERROR] (typical of mvn errors) and exits the script with a failure
code if detected to make Jenkins fail the build.

Add WriteGoodLintBear for Documentation
Fixes WriteGood errors where appropriate.
Pins nodeenv to 1.1.2 as there are bugs in more recent version related
to pathing making it difficult to run tox multiple times in a row
without running into a path failure.

Repoint global-jjb to GitHub mirror
The Linux Foundation has started mirroring global-jjb to GitHub. As
such, we need to update the submodule checkout to use this resource
instead of the direct upstream Gerrit repository as it will allow LF to
perform systems maintenance on Gerrit without disrupting the downstream
projects that depend on the submodule.

Add patch test jobs for netconf
This will add 1 patch test job that will automatically trigger
CSIT test when a committer or contributor writes test-netconf-core
in a gerrit patch.
The jobs will trigger the tests listed in the patch.

Upload ODL packaging debs to nexus repository
- Packaging jobs are modified to upload debs & dsc files onto nexus
repositroy.
- A separate Nexus repository is created for each '{stream}'. The
repos are enabled to generate yum metadata along with scheduled
tasks for devel repositories to purge packages from daily builds after
30 days.
- Nexus repositories format:
Release: opendaylight-{stream}-epel-7-x86_64
Testing/Staging: opendaylight-{stream}-epel-7-x86_64-devel
Release: opendaylight-{stream}-ubuntu-1604-x86_64
Testing/Staging: opendaylight-{stream}-ubuntu-1604-x86_64-devel
- Modify autorelease jobs to trigger stream specific downstream jobs.

Add weekly trigger for Puppet sanity job
I don't like it when jobs sit unrun for a long time, incase things
change under them (as so frequently happens with Puppet) and they turn
out to be broken once we need them.

Fix validate job when run against autorelease
When Autorelease runs and the patch adds a new submodule autorelease
needs to run an init & update against the new submodule to pull it in.
