odl-unimgr moved to incompatible with all

the change https://git.opendaylight.org/gerrit/#/c/48794/ moved
odl-netconf-connector-ssh to incompatible features and because this
is also odl-unimgr's dependency, it should be moved there too

the problem can be seen https://jenkins.opendaylight.org/releng/job/netconf-csit-3node-clustering-all-carbon/
comparing to https://jenkins.opendaylight.org/releng/job/netconf-csit-3node-clustering-only-carbon/
