Breakout complicated setup from suite setup 11/68411/4

The arp tests have very complicated setup in the
suite setup. This makes it hard to debug if there are
any failures. Breaking the steps out makes it easier to
debug and allows the debug logging to happen.

Also cleaned up other style issues in the file.
