Revert "Update global-jjb to v0.48.0"

This reverts commit 78dadb9bdb58a2992b6170451ba74aadf03d188b.

Staging jobs are failing due to issues with verifying that staging repos
are in a closed state. Local testing is not able to reproduce this issue
at this time. As this new feature is currently blocking releases, this
revert is needed at this time.
