Set nexus-iq namespace to odl-
Distribution is not pulling in the job-group for ODL so was missing this
configuration to properly work with LF Nexus IQ server.

Fix Karaf log size adjustment for CSIT
There was recent change in odlparent to generate 64 MB log file.
After that, the CSIT script to adjust log size stopped working.

Pin pygments to 2.3.x
Pygments released 2.4.0 which added a python requires that excludes all
versions of Python < 3.5. The LFCI's default Python 3 version is 3.4 so
causes build failure.

Install OpenVSwitch 2.6.1 into '/opt/ovs'
The source files are required by Netvirt CSIT tests

Do not use with_items for package installs
Ansible package roles support lists being passed to them. There is
no need to use a with_items loop. In addition to that with_items
makes multiple calls to the package manager rather than combining
them into a single call so performance is better when not using
with_items.

Remove view anchors
View anchors are inconsistent and completely depend on JJB's parsing
order. Since view-templates are available now drop usage of cross
YAML view anchors.
This patch allows us to switch `retain_anchors = False` to turn off
this feature.

This latest builder seems to not have Puppet properly installed,
as Facter seems to be missing which is making all jobs fail in
the cloud-init stage as the VM cannot bootstrap.

Provision mininet-ovs-25 image with Ansible
- Provision Ubuntu 16.04 mininet-ovs-25 image with Ansible
- Delete the shell script provisioner
- Remove mtcbench not required for projects other than OFP

Remove all Oxygen Jobs.

Enable release announce jobs for lf-infra tools
Adds the release announce jobs for the following lf-infra tools:
* common-packer
* docs-conf
* global-jjb
* lftools
This job watches Gerrit for git tag updates and triggers a build that
sends an email to lf-releng@lists.opendaylight.org with details
regarding the new release.

Add workaround to fix polkit issue
Polkit fails to update which causes stack failure.
Fix the source of this issue by adding deltarpm to zero to yum
and update polkit package before stack.
