distribution-check is enabled by default. Projects can disable the
distribution-check job by adding a configuration to the project.cfg
files under the stream they would like to disable it on. For example:

Remove mvn31 verify jobs in Beryllium

Working with the docs project we would really like to start pushing
javadocs to Nexus, especially the apidocs. As we found in Gerrit 27711
one of the issues we're having is with generating maven-sites against
Maven 3.1. In this version of Maven, site generation fails with:

[WARNING] The POM for org.apache.felix:maven-bundle-plugin:jar:3.0.0 is
missing, no dependency information available

We'd like to propose that we don't test with Maven 3.1.x series in
Beryllium so that we can cherry-pick the patch from Gerrit 27711 in
Beryllium in hopes that in the next Beryllium release (SR1) we'll be
able to provide Java apidocs for all projects in Nexus.

Reduce number of logs kept for merge and periodic jobs

Limit to max of 14 days or 10 total logs. Historical logs for these job
types aren't too useful and makes Jenkins WebUI take longer to load.
Let's reduce the amount of artifacts we keep for these types of jobs.

Reduce log limit for builder-* jobs

Builder historical logs are not that interesting yet affects page load
for those pages. Lets reduce the limits of stored logs to improve page
load.

Allow staging repos to remain open again

This reverts commit d923faff8b1fc8a645f31076de013326b3117e00.

Found a solution that hopefully works allowing us to continue with the
automated integration job and allows us to keep the staging repo open
for GPG signing.

We're hosting the staging repos through a web backend to allow us to
access the staged repos while at the same time allow the repos to be in
Open state in Nexus.

This patch updates the download path for the artifacts needed by the
integration distribution job.

Disable builder-weekly job

Disable builder-weekly job as it's causing us more headache than good at
the moment early in the week. Let's just run this job manually when it's
needed for the time being.

Increase timeout for throughpcep csit job

Current performance both in Lithium and Beryllium
is too close to the previous limit, leading to failed tests
even when performance is within usual variance.

Do not leave staging repo open

Nexus does not publish a staging repo if the repo is left in the Open
state. Unfortunately this means we have to decide on what's more
important.

1) Automated tests can trigger immediately after autorelease produces
   new build.
2) Ability to add additional artifacts to a Maven repo (such as GPG
   signatures)

Case 1 can only work if we Close the Staging repo. Case 2 requires us to
leave the Staging repo in Open state so that we can push gpg signatures
up after the build completes.

The workaround for Case 1 is the manually launch the
integration-distribution test once Helpdesk manually makes the staging
repo available post build. Which makes something that used to be
automated to now be a manual task which isn't ideal either.
