Disable Lithium jobs
+ Every template now passes {disabled} flag.
+ Default value is false, specified in releng-defaults.yaml
+ For stream stable-lithium, 'disabled: true' is the first item.
+ Within a template, usual order is: name, disabled, node, (blank), project-type, ...
+ Fixed streams in bgpcep-csit-bgp-ingest-mixed.
+ File vbd.cfg deleted.

Add new job template, macro and jenkins job for SFC with docker
It adds a new macro for using docker vms.
This also requires a new job template to include previous macro.
Additionally it includes an SFC job that sets up a deploy with
3 node cluster and an docker vm that is intended to host several
containers, simulatind SFFs, SFs or classifiers

Use -Pq profile instead of -DskipTests=true
The -Pq profile handles more things that speed up builds that don't need
the extra build profiles so lets use that instead.

Add python tools and dependencies, including virtualenv,
to docker vms. Virtualenv will be used to install
docker-compose, which is needed for some of the new Netvirt IT

Copy log and prop files to archives
autorelease-release job was missing some needed log files so copy them
into the archives directory to make sure they get archived.
Also dedup archive-artifacts parameter.

Use odl-mdsal-benchmark feature in dsbenchmark jobs
Since Beryllium, there is this feature which also includes
two other benchmarks: rpcbenchmark and ntfbenchmark.
This would allow additional *benchmark suites to be included in this job.

Generate dependencies.log before building
Generating the dependencies.log after a build completes causes it to
retrieve the wrong data due to the build leaving around temporary build
files.

Add support for configplan
This change will allow to run a shell script after controller is
deployed and just before it is started.

Simplify project configuration
The local repository is something that is configured for CI. Projects
should not need to worry about overriding this themselves so move this
setting into the templates and clear the project files of these.

Increase sleep in distribution offline job
Running locally on TRACE level (no featuresBoot),
it took around 8 seconds for Karaf to start listening on port 8101.
Note that ODL feature repositories in system/ are still scanned during this phase.
Previous 10 second sleep may be not enough for new VMs
in combination with autorelease builds.
30 seconds should be safely enough.

Set openflowplugin longevity timeout to 24hrs
We must have missed the build-timeout override for the longevity tests
when consolidating the build-timeouts into a single macro. This restores
the timeouts back to 24hrs.

Fix the Issues with Openstack jobs in Public cloud
- Add ssh -t -t to handle the tty errors
- Remove setting the mtu which is causing the
amqp heatbeats to fail.
