Refine and optimize the netvirt csit job flavors
This is based off the support matrix we are trying to
adhere to here:
http://docs.opendaylight.org/en/stable-carbon/submodules/netvirt/docs/user-guide/support.html?highlight=verified%20combinations
Also, learn and transparent security-group modes are
being removed and only the stateful mode will be there
going forward

Don't try/fail to push pkgs sandbox->Nexus
The sandbox Jenkins silo doesn't have permission to push to Nexus, so
jobs that would push packages try to do so and fail, marking the entire
job as a failure. This checks if in sandbox and doesn't try if so,
preventing false negatives.
Ideally we'd also host the packages on sandbox Jenkins, but I haven't
figured out how to do so.

Refactor OpFlex jobs to push to nexus
OpFlex project builds and archives dependencies (libuv, rapidjson
and ovs) on Jenkins.
Now the jobs are modified to build and push the dependencies to
nexus thridparty repository. The verify, merge and release jobs are
modified to download these dependencies from nexus while building
opflex artifacts.
The jobs are designed to take the version number of the dependency
to build.
Move all scripts to a common `scripts` directory.
Move all builders and scms to opflex macros file.
Rename the jobs to exclude files extension.

Create job to verify and set image visibility
Create job that scan cloud images and compares with images in
yaml files. Set the images as public on the private cloud to
avoid them from getting auto remove by the delete job.

Revert tox to previous stable version
This new release 2.8.0 is causing some errors in stacking because
of its incompatibility with tempest.Until the same is
resolved by tempest we will use previous version that was compatiable

Find major version from stream, avoid mismatches
With the current build-snap jobs, it's possible to pass a major version
that doesn't match the stream. This results in building an RPM from the
given major version but pushing it to the Nexus repo for the stream.
Don't accept version params and always derive them from job stream.

Fix JJB inserting extra curly braces
!include-raw-escape when the macro has no JJB variables defined will
insert extra curly braces instead of ignoring them. In such case we need
to call !include-raw instead so that the expected behaviour is retained.

Use OVS 2.6 image for L2GW CSIT
Also, add stateful and learn modes back to L2GW
CSIT.
In a separate patch, neutron port for
L2GW VM has "--no-security-groups" set, so that
we can not test VMs attached to OVS with SGs with
VMs attached to HWVTEP without SG.

Create mininet image with OVS 2.6.1
Netvirt L2GW CSIT needs OVS 2.6.1 to get newer
version (1.6.0) of the hardware_vtep schema.
This newer version is needed so that we can set
the replication_mode of the logical switch to
"source_node", so that BUM pkts will be replicated
by the HWVTEP (or HWVTEP emulator, in CSIT tests).
I have tested HWVTEP csit with OVS 2.6.1 in sandbox.
Here is a link to those runs, build 28 is where
the test run starts with successful upgrade
to OVS 2.6.1.

There are 8 failures, in the BGP VPN test suite,
but they are not due to this patch. These tests
fail because quagga bgp was not in the image.

In an effort to reduce the number of CSIT jobs we are running
and creating massive backlogs in the jenkins queue, it was
decided in the integration meeting (8/24/2017) [0] that it would
be safe to remove the -only- version of CSIT jobs if there
was a corresponding -all- version of that same job.
the -all- job is loading the same project features as the
-only- job but will also include other OpenDaylight features
from other projects that have been determined to not be in
conflict with said features.

Update list of csit jobs for distribution test
- daexim joins SR in nitrogen.
- capwap, centinel, coe are not in SR since carbon.
- didm, iotdm, lacp, netide, tsdr are not in SR since nitrogen.
