Force deployment repository

Explicitly force the opendaylight.snapshot repository to ensure that we
push to the right repo even if a project pom does not define a
deployment repo.

Add version bump job

Create a job that performs version bumping activities via Jenkins. This
job:

    1) Version Bumps by x.y.(z+1) on release branch
    2) Runs a Maven Build and deploys the bumped artifacts to Nexus
    3) Pushes the patches to Gerrit

This patch also archives relevant log information and creates
reproducible patches in case manual intervention is necessary.

DO NOT exit on unexpected stack status

Rackspace seems to be returning NULL status lately on some calls to get
the stack status before returning a valid status in the next call. If we
exit the script it will fail the build too soon.

Let branch determine pup-odl tests to run

Don't use test helpers specific to a version of ODL, just use generic
entry points and have puppet-odl determine which tests to run based on
the branch.

This should work for Boron, but need 57398 to work on master.

Install latest version of git-review

- This was tried on the base image, via packer provision script
  and that patch [0] is still merged, but the resulting minion image
  was broken for some reason and cannot be used.

- The exising version of git-review does not have the --reviewers
  option, but upgrading will allow that. It's needed because the
  same patch [0] is using that option to automatically add reviewers
  to the autoupdate csit patches.

- you can see this is breaking right now [1] which means we are
  not getting accurate jobs in our distribution-test bucket. search
  for the string "unrecognized arguments" in [1]

Use restconf-noauth in bgp cluster tests

Handle stacks with status DELETE_FAILED

Use the delete method for abandoning stacks with DELETE_FAILED status

Use restconf-noauth in controller cluster tests

There are various failures possibly related to AAA
(and indirecly Restconf) functionality,
thus affecting the test results.

This is an attempt to work around the following Bugs:
8432, 8434, 8443.

-all- jobs will still test with AAA enabled.

Disable building 6wind/quagga binaries

The issue needs to fixed in an zrcpd repository externally. The script
does not install the required dependencies for building the binaries

Add paramters section delete-stale-stack job

The parameters section is required to pass the cloud config to
openstack CLI, without which the command would simple return
'Missing value auth-url required for auth plugin password' and
exit the job without cleaning any of the orphaned stacks.

Change autorelease jobs to timeout after 15h

Present timeout is set to 24H, while the autorelease jobs are expected
to complete within 12h, therefore its best to decrease the timeout value
to shorter duration since the job can timeout and abort sooner.

Fix issue caused by process substitution on sh

The change fixes the issue 'syntax error near unexpected token `<''
which is caused because the while loop and find uses process
substitution feature which is not standard on all shells. The
default shell used to run a builder is 'sh'. To fix the issue
invoke the code from a script using bash.

Archive all sar data on logs server

Its possible multiple sar data files could exist when
the autorelease job is completed, therefore copy and convert
all sar files into $WORKSPACE/archives and not just the recent
file.

Merge redundant build jobs into a single template

Not necessary to define multiple templates that differ only in 1 line of
the Maven Goals parameter. This patch removes the redundant job
templates and adds a new EXTRA_MVN_OPTS parameter that can optionally be
used to pass additional parameters if necessary both at runtime and per
stream by passing the {extra-mvn-opts} jjb parameter.

Additionally:

    - Removes archiving of sar data in Jenkins (we shouldn't be
      archiving anything in Jenkins).
    - Revert archiving of **.zip files as we are able to produce
      staging repos now.
