Added implementation of BackwardsCompatibleBroker
which exposes sal.core.api.DataBrokerService
using new DOMDataBroker and Data Store.

Enabled configuration which allows for configuring
specificing which implementation of Data DOM Broker
should be used in the MD-SAL.
