Fix VERSION detection in autorelease-release

had fixed Beryllium, but had broken Lithium BUNDLEURL generation.
This adds "if" and few diagnostic "echo"s.
Also, consistently tolerate unstable builds when triggering downstream,
(which already works, but should; not based on the previous value).

Archive all logs as build artifacts
This archives *.log (uncompressed logs) and also *.log.xz
(compressed logs). The suite decides which logs shall be
compressed and which logs can be kept uncompressed. The
original setting archived only karaf.log[.xz].

Rework the way Java version is set in CSIT jobs
Set only JAVA_HOME to point to a java-{version} symlink.
No "sudo alternatives", as target machine may not allow that.
Use "jre" to propagate Java version to csit and deploy jobs.
Remove an unused integration bash file.
Remove duplicate steps in cluster setup.

Make distribution-check job an ODL-releng templated job
distribution-check is enabled by default. Projects can disable the
distribution-check job by adding a configuration to the project.cfg
files under the stream they would like to disable it on. For example:

Remove mvn31 verify jobs in Beryllium
Working with the docs project we would really like to start pushing
javadocs to Nexus, especially the apidocs. As we found in Gerrit 27711
one of the issues we're having is with generating maven-sites against
Maven 3.1. In this version of Maven, site generation fails with:
[WARNING] The POM for org.apache.felix:maven-bundle-plugin:jar:3.0.0 is
missing, no dependency information available
We'd like to propose that we don't test with Maven 3.1.x series in
Beryllium so that we can cherry-pick the patch from Gerrit 27711 in
Beryllium in hopes that in the next Beryllium release (SR1) we'll be
able to provide Java apidocs for all projects in Nexus.
